Baltimore Children’s Outdoor Bill of Rights

On May 11, 2019, Mayor Bernard C. “Jack” Young signed on to adopt Baltimore’s new Children’s Outdoor Bill of Rights (COBOR) at the Office of Sustainability’s annual GreenScape event. 

The Outdoor Bill of Rights was drafted by representatives from 12 city agencies along with community partners and youth input.

Baltimore’s COBOR establishes a commitment by the City and its partners to work towards equitable access to nature for children and outlines the right of every child to reap the benefits of a healthy, accessible environment.


To help students learn about and exercise their rights to the outdoors, we are offering this free COBOR Nature Journal curriculum. The curriculum covers ten weeks worth of activities suitable for students in kindergarten through 5th grade and provides documentation for which required elements of Baltimore City Public Schools curricular standards each activity fulfills. The activities can be done in any order.
